Windows 7: Unable to load DLL 'libcef': Access is denied. (Exception from HRESULT: 0x0070005 (E_ACCESSDENIED))

I tried updating from eM Client 6 to 7, and after it installs, it won’t open and I’m getting this message. I can uninstall, and then go back to 6, but I just can’t get 7.
