What does this setting mean exactly?
We are experiencing several issues with emails marked as ‘junk’ and with local rules. This is because some users incorrectly mark emails, resulting in global inboxes incorrectly sorting out emails.
Our server is trained by emails marked as junk, so hopefully, the blacklist should not be necessary. (Although our server is very slow with the training.)

This comes into play when you right-click on a message and choose Create Rule From . . .
If you set the scope to Always Ask, it will ask:
Otherwise it will create the Rule locally or as a server Rule based on your setting.
This has nothing to do with the Blacklist Rule, which only runs locally.
