It could be some issue with the Windows Installer Service, where the cached files it keeps for installs/uninstalls have been deleted.
What you can do is download the msi file for 9.1.2109 from the Release History and save it somewhere. Then try the update to 9.2. again, and when it asks for the 9.1 file, point to the folder where you saved it.
