Unable to dismiss recipient

Unable to dismiss recipient after deletion in seetings->mail->compose->Email adress suggestion->Show recipients and there delete one of recipient from list.
This contact is not added in any contact list or smthg like this.

How it works, is somewhere else settings?

Its could be a recipient email address “in the sent folder”. Try unchecking the "Use all recipients from sent folder for suggestion. Then save settings and see if it still happens.
