To reload existing mail

I reinstalled emClient after reinstalling Windows
How can I reload existing mail from “Setting / General / Storage / Database” ?

By default eM Client stores the database at C:\Users\yourusername\AppData\Roaming\eM Client, but if you reinstalled Windows then it is unlikely that it will still be there.

You can restore from your most recent backup using Menu > File > Restore, or if you have a Windows.old folder created during the Windows reinstall, then you will find this folder there. Just copy it back to C:\Users\yourusername\AppData\Roaming\eM Client.
