I cannot get Version 8.1.1054 to blacklist or handle as spam anything coming from email addresses such as these. Is there a way to block a partial domain name of block an entire country? I don’t know anyone in Australia.

This will RULE handle spam from go.au and move it wherever you want, in this case to JUNK… TRASH would be another folder choice…
Too bad when you apply for your visa-on-arrival, because the confirmation will go to junk. 
Maybe not a good idea to filter out a whole government domain.

Gary, I’m pretty sure the Australian government is not trying to tell me my Norton subscription is expired or I have won a Walmart Gift Card, etc. Besides, I always check the Junk folder before I empty it so, I’ll see my visa-on-arrival if I ever decide I want one. But, thanks for your concern.
