SMTP [SMTP] Cannot send message (Sending email "Re: test " failed with error: Email recipient not accepted by the server.)

Have you contacted your SMTP server technical support and let them know you are getting that error as I advised in your previous post below ?

Also is this error happening “with every email address you send”, or only happening with specific email addresses ?

Problem after latest update to 9

That error normally means either your sending server or the recipients mail server are not allowing that email address. So suggest to “contact your smtp mail server technical support” and tell them you are getting that error and they can check why is being rejected.
