Does eMClient support the “Forward without Download” feature on SMTP and if so how do I configure it ?

you can create custom forwarding rule but it will force original account to download whole message first.

I was looking for support for RFC 4468 (http://www.ietf.org/rfc/rfc4468.txt)).
I could not seem to configure this with a custom rule.
