Just recently my EM Client stopped sending outgoing mail. I used Gmail as my server. I even tried upgrading to eM Client 9 and did a re-install of the software and the mail account. No change.
As a test, can you completely disable any anti-virus, firewall, proxy or VPN, then try send again. Sometimes even restarting your router may resolve this.
I use webroot secure anywhere c23.1. I turned it off, still not sending.

Just a thought are you using POP3 or IMAP
