It needs to be a local Rule. A server Rule runs on the server and it won’t work because your Exchange server can’t move messages to your Google server. That is why the option isn’t there when creating a server Rule. But this type of Rule to move a message on send doesn’t work with most accounts. It doesn’t work with Exchange accounts.

Rules don’t apply to messages sent with Exchange accounts.
