rules is not applying to incoming mail?

I have setup multiple rules but it seems that there are times when the rule doesn’t get applied to incoming mails.

Rule is question:
After message has been received
with ‘[WORD]’ found in subject
and sent only to me
move to FOLDER

I notified email that satisfied this rule wasn’t applied and I have to manually run the rule again for it to get applied.

This is on version 7.026x

This happened on a gmail account (work gmail account that doesn’t end in @gmail.com)
