Rules across multiple devices

Can someone explain how Rules should work across multiple devices?
I use eMClient on 2 PC’s. I have custom spam / junk rules, with exceptions for multiple accounts. It’s a challenge to keep these exceptions the same on the 2 PC’s. Not to mention, the exceptions are different for each account / inbox. That, and you cannot just copy and paste these exceptions — and there’s well over a hundred to manage.

Am I doing this correctly? I wish I could set this at a higher level so that it effects all incoming emails before they land in my inboxes.
