Rule to initiate popup alert window for mail

Can someone please direct me on how to add popup alerts to a mail rule? I see all sorts of options, but nothing for a “popup window” like they have in outlook.

I’m trying to set this up for email I receive specific emails from utility companies so I don’t miss them.

I do not have access to a Mac computer here, however,
if irt is the same as Windows do this:

Menu >Settings >General >Notifications >…
At bottom right you can configure Show popup windows

OR to be for specific emails

Create a rule as:
After message has been received
from people
move to folder (You will need to create a soecific folder)
and play sound from file
