Prior Email continues to be created in folder

I have a rule that takes emails from a certain domain and moves them to a folder:

After message has been received
from ‘@state.mn.us’
and my name is in the To or Cc field
move to Emails - State

I have two different people with the ‘@state.mn.us’ that the email is moved to the Emails - State folder. BUT when I refresh my client, the exact same email is posted in the Emails - State folder, with the exact same date/time stamp. It does not do it every time I refresh. Very random.

I have checked my ISP webmail account and there is only one email from each individual. Yet when I refresh, these duplicate entries are being put in the folder.

I’m not sure if it’s my client, my rule or what.
