Norton Security Firewall restricting outgoing mail with attachments

I am using eM Client 9.2.2258 (708047) on Windows 11 (current update) with Norton Security Version 22.24.2.6. eM Client is handling email from MSN, Hotmail, Gmail and Exchange Server. regardless of the email provider, eM Client has trouble sending attachments larger than 1MB. There must be some problems with the firewall settings on Norton as this is not related to a single email provider. Any recommendations appreciated.

In Norton settings, try unchecking “Scan outgoing email messages” in the Email Antivirus Scan settings.
