Send mail error for outlook.com mail only. All settings seems to be correct except for STARTTLS for smtp-mail.outlook.com. Could this be the problem?
For outlook com it should be:
host: smtp-mail.outlook.com
port: 587
security policy: Force usage of SSL/TLS
If that still does not work, try disabling your anti-virus and firewall, then try again.
