eM Client works fine when using normal wifi, but when I’m out and about on different sites, my laptop is connected to the internet by using my mobile as a hotspot. However, when I’m connected this way, eM Client will NOT connect at all. Even with a full 4G signal. Websites work fine and so does Outlook.
I can not comment on your particular connection issue, however, I can confirm that I do not have
any problems when using my mobile Hotspot though I have 5G not 4G maybe the bandwidth is an
issue. I know this does not solve your issue though it might give you a pointer.
Perhaps others can help if they only have 4G.

I also like @skybat have no issues with eM Client connecting a laptop via a mobile cell phone hotspot connection when out and about.
First off make sure you have enough signal bars on your mobile phone. For data connections you really want to have eg: 3bars constant for a good data cell phone connection or it might not work as too slow. After connecting to your mobile phone / cell hotspot, do a speedtest to check what speed you are getting. I use the eg: “speedtest.net” site for that. On my own eg: 4G (Lte) cell phone sim data connection i get aprox 50-60mbps on average when using my hotspot.
Also sometimes programs installed on a Windows or Mac laptop or Android or iOS mobile device can interfere with mail clients connecting via hotspots such as eg: Optionally installed Firewall / Security programs, Optionally installed Antivirus programs or VPNs, so if you have anything like that installed on your laptop or mobile cell phone “other than what comes default with the laptop os or mobile os”, then try completely disabling those to test incase of interference.
Next when you connect your laptop to your mobile phone / cell hotspot, you normally have a different dynamically assigned IP address & DNS Server address’s, so “different routing to the mail servers and back” via the cell towers, so that can sometimes be an issue with connecting programs on laptops via mobile hotspots depending on your 4g/5g phone / cell data carrier.
So if you have 3bars of cell phone 4g/5g signal and you are getting good data speed when you test via eg: speedtest.net or whichever site you use, then for a test "try changing your mobile cell phone DNS to say the eg: Free Google Public DNS Servers to see if that makes any difference. The speed difference for me personally using a laptop or desktop with wifi to my cell phone hotspot “is way quicker using Googles DNS” compared to my own sim carriers DNS Servers.
