Junk mail returning full email back to inbox when manually applying rules

Issue just started, no user alterations. When choosing ‘apply all rules’ to highlighted junk mail in the right click junk folder pop up menu, the emails clear from junk folder after action window appears but instantly now fully return to the inbox. Started beginning of week 5-23-22.

Previous junk mail function would apply rule and after action window that I would need to close the emails would remain in junk folder for me to select empty junk folder. There are no rules that I created for this action. Thank you.

Edit: The bug remains, but to correct my info, the function window showing the ‘apply rules’ animation also does not appear and the emails go directly back to inbox upon clicking ‘apply rule’ button.
