Junk Filter not working properly

The same emails continually get filtered into junk. No matter how many times I tell it to go to inbox and to either (I’ve tried both repeatedly for the same emails) to remove email from the blacklist or to remove the domain from the blacklist, the same emails are filtered to junk. I have reviewed the blacklist and none of these emails appear in that blacklist and the domain itself is not in the blacklist, YET, all the same emails end up in junk, all the time.
