So from what I understand you are saying in your post quote above, (that the iPad iOS system has some glitches / bugs in it), and that’s why the badge count rarely appears “when the app is not open running in the background”.

I would call it intended iOS behavior implemented by apple rather than bugs (although it might seem weird). All this is mainly driven by the concern of battery energy conservation and smooth user experience.
