I have installed em on a new hard drive and wish to import the old “local folders” from my old HD. Can anyone tell me how to do this please? (I have a backup of the old em client and also an export copy of the email file).

Easiest method is to restore. That will include not just the local folder data but also your settings like email accounts and passwords. To do that, copy the backup zip file to a location on your hard disk and then in eM Client go to Menu > File > Restore.
