I don’t have the vacation responder in rules as supposed. V 7.0.26482.  Is it because I have the free vers. and it is only available to Pro?

It is available both in free and pro version, but only with Exchange accounts unfortunately. If you have an Exchange account you can find it under Menu > Tools > Automatic Replies
