Em Client will not open. I get the following

And then Parser Returned Error 0xC00CE556
Any help would be great.
Hello, I believe this is due to missing system updates being installed on your computer, please make sure your operating system is up to date or make sure you have a .NET installation up to date, make sure .NET 4.5.2 is installed in your available programs under the control panel.
