eM Client will not load after "system cleanup" and reinstall

To setup a new database you have to go to your local folder > App Data > Roaming, and either rename or delete the eM Client folder, which contains your database files.
However, this issue may not be caused by a database faulty.

Thank you for your response.  I updated the .NET framework to make sure I was running 4.5.1 and it had no effect on the issue that i am having.  eM Client is the only program I am having an issue with after cleanup of the PC.  

I also deleted the existing database from the roaming folder.  After doing that, this is how it appears after starting eM Client.
