Have a look at this thread which may help, even though you said reinstall of eM Client fixed it

Problem with open emClient

I have a problem opening emClient on my computer. I downloaded emClient v10.1.4588, after installing it I opened it and got an error “Unable to load DLL ‘libcef’ or one of its dependencies: cannot find the specified module (0x8007007E)”. What it mean? I tried to reinstall emClient - still got error.
