I received my municipality bill by this e-mail.
All of a sudden i don’t receive it any more.
I complaint and they inform me that they indeed sent it out every month. Is it possible
that my e-mail block the post automatically, because they sent Bulk e-mails.

The first thing you should do is to check with your email provider using webmail.
It is highly unlikely that eMC will have blocked your mail unless you have created a Rule since your last bill.
Does messages that have no attachment arrive OK?
