Is the default storage location for contacts the same as it for mail (c:\users\username\AppData\Roaming\emClient) ?  Or is it in another spot ?

I don’t see a file named contact_data.dat.
Neither a folder named contacts.
How on earth does this work?

If you are looking for the contact_data.dat file for Local Folder contacts, it is in the Local Folder directory. Otherwise, for synced contacts, it will be in the directory for that account. Synced accounts have names like 75907231-458a-4080-875c-e34f52a5d313.

Might I ask why you need to find the file mrssec?
