Free eM Client version is continuously going through each folder synchronizing, instead of just the folder that is open. Is there a setting so it doesn’t sync a folder unless the folder is opened? It’s an outlook.com/hotmail acct. it’s syncing with.

there is no setting for this,unfortunately. The sync will be triggered manually depending on your setting in Tools>Settings>General on the synchronization, but even if you turn it off there, synchronization will also happen each time there is a change on the server.
In your case though, the sync could also be cause by the outlook account itself, depending what protocol you use - is your outlook account set up using AirSync or IMAP?
