Yes eM Client works on “Windows OS with ARM CPUs”. I use currently eM Client on PC and Mac with Arm CPUs using Windows 11 & Sonoma.
eM Client V10 “has a subscription model AI option addon” you can use built-in powered by Chat GPT.
There is also currently a special offer on that till the end of July. See end of blog extract below.

Hello, I am using emClient on a new Surface Laptop 7 with SnapDragon processor. emClient ist still not ARM native, but it runs quite good on the ARM platform. Anyway, I hope for native ARM support in the future, because emulation drains battery and performance.
