I see there is a section in settings for this but it does not seem to be configurable?

Hello Peter, unfortunately it is not possible to setup in which program the file will open, you can only select what to do with the default attachment file types, if the default action will Open or Save the file.

Regarding unsafe content, eM client is using security settings for showing remote content, this however is only regarding externally linked content used in HTML emails and often in unsolicited messages. You can setup eM Client to block unsafe content or display this type of content for your contacts only - the default (recommended) settings allows you to view this content on unknown recipients after using the “show images” option in these types of emails.
To change your preferred settings for this content navigate to Tools > Settings > Mail > Privacy.
