Can't receive email (gmail, yahoo and outlook.com)

I’ve tried many different settings. However, I’m simply not getting updates at all. Sometimes it works at the fast food joints, but almost never at the library (which have the faster 130Mbps speed). How do I get my email to update reliably, regardless of where I’m at?

I’m using imap.gmail.com for incoming; smtp.gmail.com for outgoing, for my 3 gmail accounts, using the 993 (incoming) and 465 (outgoing) ports, with SSL in “legacy” mode.

Additional info: I’m using eM Client 6.0, Win 7 HP. My Android phone is presently my only reliable email client, sadly.
