Cannot send mail - only receive, diagnostics do not help

I cannot send emails - only receive them. Changing SMTP settings does not help. It says there are issues with the account under diagnostics, and then it fixes one but not SMTP. After clicking “fix” I get the test email but then it doesn’t work again.

Port 465 - use SSL/TLS on special port

It also didn’t work on force usage of SSL/TLS

security policy: Use SSL/TLS if available

port: 587
security policy: Force usage of SSL/TLS
