Can I use eM Client to syncronize my email client between my two computers?

Unless you are using POP protocol, the email accounts should sync fine on any number of devices.

The problem is that Local folders will not sync. I get around this by only updating Local folders on one computer and periodically copying Local folders from it to the other(s)

Hello Jimmy,
eM Client is a desktop application, so local data won’t be synchronized. If you have a mail account set up with IMAP or Exchange your data will synchronize using your mail server.

So, If I import my Email server IMAP contacts, and make a contact entry on my desktop in EMClient, then it will synchronize and appear in my Email server contact list, eventually?
