Can I create a rule based on labels?

I would like to simulate the “categories” in Gmail inbox.  

In so doing, I have created a GMAIL filter, to apply a label to everything in the Promotion, Forums, Social, Updates categories (tabs) respectively (SO happy, it lets me do this!!).  

Now, I would like to create a simulated “Primary” tab , say, using one of the color categories, or the like … where it is NOT Primary AND NOT Forums AND NOT Social AND NOT Updates… can I do this?  

I could not find any way to create a rule based on Label at all …

In 2020 this is still not possible.  It’s almost like they gave up on development years ago.

As messages that have Gmail labels are not in the Inbox, eM Client’s Rules will not apply to them anyway.
