I get a lot of spam from domains ending in .click and .sbs I have tried the following rules and none work
ends with .click
matches wildcard *.click
nothing stops them
Are the “rules” moving the emails to the Junk Email folder?

No, my mailserver moves them there automatically. I was using the rules to blacklist the domain, as in not download the message.
Is that not what is supposed to happen?
Sounds like you have to make changes by logging into your mail server webmail account and work with their “rules”.
Rules do not apply to the Junk folder, so you can just delete those from the Blacklist Rule.
As the server is already moving them to Junk, there is nothing more you need to do.
