Can I alter how frequently the eM Client automatically checks for email?

you can do this in Tools - Settings - General - General in “Synchronization box” is “Synchronize items every … minutes” - set it to your desired time, but I do not suggest lowering it more than 10 minutes, many public servers has limit to about 10 - 15 minutes.

Can I set two different synchronization time for two different account? may be 10 for the first account and 15 for the second?
No, unfortunately synchronization cycle is global for all account. Maybe in future releases.
