I need to be able to create an auto response to emails based upon content in the subject line or the body of the text. It also needs to have a standard line of text as a reponse
You can create a Rule to forward messages, move them to other folders, mark them as read, tag them etc, but you cannot have a Rule automatically reply to an email.
