I am trying to set up auto reply and I have a license for the tool. When I go Menu Tools there is no autoreply in there.

Auto Reply or Out of Office will only appear in the menu if you have one of the supported mail server accounts, which currently includes: Gmail, Google Workspace accounts, MS Exchange/Office 365, SmarterMail, IceWarp, and Imageway as per the Blog below.
So if you don’t have one of those servers, you will either need to setup auto reply in your mailbox at your mail server end.
Or as @paulraun posted in the following thread you can alternatively create a rule in eM Client that replies to incoming messages with a preset response, though this requires the client to remain open and running.
