Unfortunately this is broken database.
If you still can start eM Client please export all things you need File - Export… and then manually delete folder “eM Client” in C:\Users\ current user \AppData\Roaming
Please note that this will delete all non exported or unsynchronized data and you can import your backup (if you have any) after this.
