When I first setup my rules, the scope is for all accounts. Now that I have another account, existing verizon and new aol, the rules are not applying to the new account. Is this not how the rules should have been setup? I have almost 200 rules!

If the Rule is set for all accounts, then it will apply to all accounts.
But there may be a reason the Rule is not being applied to the AOL account. Some possibilities are that the message has already been read, or is not in the Inbox. If that is not the case, you can try apply one of the Rules manually to the AOL Inbox by right-click on the AOL Inbox and choosing Apply Rule.
