Windows 8 attachment drag and drop problem

In Windows 8 I can’t add attachment in new email window by drag and drop from explorer.
Adding attachment by drag and drop works from Total Commander.

are you able to drag and drop a file from windows explorer to any other application (like the mentioned Total commander)?

I can’t drag and drop a file to Total commander but I can for example to Firefox, Word, Notepad, QIP.
