Unable to start application even after re-install

Please see error below. Please note i have uninstalled em client completely, even deleted registry entries and folders but when i re-install the error is the same… Please advise.

Hi George,
your Windows regional settings are set to a format which cannot be handled by some .Net 3.5 functions, which eM Client needs to run.
Try changing the region settings of the operation system to a different LCID. The format can be changed in Control Panel > Region > Formats.
