You can only do this for POP3 accounts. The setting is in Menu > Settings > General > General > Synchronization.
If the account is setup as IMAP, then the inbox syncs in real-time with the server, and this setting only affects other folders, calendars and contacts. You don’t want to make it too small when using IMAP accounts, so best to just leave it as 10 minutes.
