Hello Morris,
I see you have a microsoft account- is that the one this issue happens on?
If so, then the link John shared above applies - Microsoft accounts do not support BCC through 3rd party email clients, only through outlook.com webmail.
This is a server setting we cannot work around at this time.

Microsoft have identified the problem and are working on it.
