I am new to eM and wish to install it onto a browser style Win10 laptop for travelling. I would like to limit the amount of mail that eM loads by setting a start date for the account before linking. Is this possible. Please help.
Unfortunately that is not possible. IMAP or Exchange will sync the complete folder with the server.

The account is actually POP3/SMTP, but I guess the same will apply. Please confirm?

Yes, the same applies. With POP3 all messages on the server will be downloaded, rather than synced.
