I would like to prupose a feature that I can sellect all rules and apply to run all then at the same time

Off Course I forgot to apply a new other feature, backup Rules that can be changed with thunderbird

That option is already there. When Rules run automatically, those selected (being ticked) will run. When run manually, you can select All Rules, selected or individual Rules.
