Rules do not work after upgrading to version 10

I upgraded to the latest 10 versions and it appears rules do not work anymore, everything was working perfectly until yesterday with the last 9.0 version

It appears that rules are working only when the software is open and running, if I have emails and the software is closed once I run it open will not apply this time for the downloaded email.

I’ve had the same issue:
