Is there a way to set up outgoing mail rules in em Client? I would like the rule to be applied after sending the message to move it to a particular folder.

You can only apply Rules to sent messages if eM Client creates the copy in the Sent folder itself. If the server creates it, the Rule will not work.
You create them in Menu > Rules. Make sure you use Local Rules.
