Using the latest em client for windows. I can say to download pictures from a particular sender but not download all pictures from all senders.

you can set this up in “Tools > Settings > Mail > Privacy”. The default setting is to block all unsafe content (which includes loading all the pictures) and you can either change this to automatically displaying content from your contacts or from everyone.
