Tried every tip on the website, but the program will not add SMTP functionality and therefore can’t send mail. Any modern suggestions?

Usually when setting up an account using the Automatic Setup in Menu > Tools > Accounts, your account will be setup with both an incoming and outgoing protocol.
When you click on your account in those settings, is there no SMTP tab?
